Joe Waggoner is the Executive Director of the Tampa - Hillsborough County Expressway Authority (THCEA). 

Prior to joining the THCEA he was the Chief of Planning and Development for the Maryland Transportation Authority (MdTA).  This agency oversees Maryland’s seven toll facilities and acts on behalf of the Maryland Department of Transportation to finance, construct, operate and maintain state transportation facilities.  Joe was with the Authority over 6-years.

In that role he was responsible for the MdTA Division of Strategic Development, and Division of Capital Planning. These divisions oversee capital programs for preservation and expansion of the Maryland’s toll facilities; project planning and assessment of potential new toll facilities; and, development of strategic/business plans for the Authority.  They also manage Maryland’s Transportation Public-Private Partnership Program, which is intended to develop revenue-based ventures that benefit the State’s transportation system.

Joe also served 12-years as Assistant Director for the Maryland Department of Transportation’s Office of Planning and Capital Programming.  His primary responsibility there was development of the Department’s capital programs, which included highways, transit, rail, and aviation.  He also served 4-years as a planner in the Maryland Aviation Administration and 4-years as a planner in the Maryland State Highway Administration.

 Joe holds an undergraduate degree in Geography and Environmental Planning from Towson University, and a master’s degree in Public Policy from the University of Maryland, College Park.  He is also a graduate of the Maryland Department of Transportation Executive Development Program. His education and 28-plus years of experience in the development of a variety of transportation modes have given him a broad perspective on key issues in transportation.
